Anti-dumping campaign cranks up a notch

US textile industry trade associations held a press conference call on September 30 announcing that they have sent a letter to US secretary of commerce, Carlos Gutierrez, and US trade representative, Susan Schwab, urging the government to expand the Textile Monitoring Program (TMP), which monitors US apparel imports from Vietnam for illegal dumping to US textile and apparel imports from China.

Conference call participants included executive director at the American Manufacturing Trade Action Coalition (AMTAC), Auggie Tantillo, president of the National Council of Textile Organizations, Cass Johnson, and executive director of the US Industrial Fabrics Institute, Ruth Stephens.

Next year will be the first year when
China can export to the US market without any textile-specific safeguard sanctioned by the World Trade Organization (WTO) for US producers. According to AMTAC, when China temporarily had quota-free access to the US market for textiles and apparel, in 2005, US imports from China
in “sensitive” categories rose more than 600%, while prices dropped by approximately 50%.

The
US government's Vietnam TMP was implemented following the expiration of the US-Vietnam textile bilateral, which expired on Vietnam
's accession to the WTO.
