USTR to review AGOA eligibility of three countries

The office of the US Trade Representative (USTR) has announced it will conduct an out-of-cycle review of whether Rwanda, Tanzania and Uganda are still eligible to receive benefits under the African Growth and Opportunity Act (AGOA). 

The review comes in response to a petition filed by the Secondary Materials and Recycled Textiles Association (SMART). It alleges that a decision by the East African Community, which includes Rwanda, Tanzania and Uganda, to phase in a ban on imports of clothing and footwear is causing “significant economic hardship” on the US used clothing industry. 

USTR will now examine the allegations and review whether the three countries highlighted still meet AGOA’s eligibility requirements. A public hearing for the case is scheduled to take place on July 13 in Washington, DC.
