Rwanda to lose duty-free access to US market for apparel

US President Donald Trump has said he will suspend duty-free treatment of clothing imports from Rwanda because of the barriers the country has placed on imports of used apparel and footwear from the US.

Rwanda benefits from duty-free access to the US market for a number of its products, including apparel, through the African Growth and Opportunity Act (AGOA). The sub-Saharan countries eligible for this trade programme must meet a number of conditions, including eliminating barriers to US trade and investment.

In June 2017, the office of the US Trade Representative (USTR) announced it was reviewing the eligibility of Rwanda, Tanzania and Uganda due to their bans on the import of used clothing and footwear.

Rwanda now faces losing its duty-free status for apparel in 60 days if it takes no corrective action. 

Tanzania and Uganda will retain their AGOA benefits as it was deemed they have taken steps toward eliminating clothing tariffs, USTR said.
