In 2015, the founder of Swiss certification group certification group Bluesign, Peter Waeber, said he had reservations about the Higg Index because of its reliance on self-assessment. He told WSA: “We’ve had restricted substance lists for 20 years and they don’t work. And I don’t think manufacturing restricted substance lists are a solution either, not in such a complex supply chain. Then we have the Higg Index, which centres on self-assessment and that’s not enough either.”
