The body will meet at least once monthly and will be responsible for making recommendations to the national commerce ministry. Private sector members include Interloop Holdings, Artistic Milliners, Sapphire Textile Mills, Soorty Textiles, Kohinoor Mills, US Group and Alkaram Textiles. Federal minister for industry and production, Gohar Ejaz, will serve as the council's chair.

According to reports, Pakistani exports totalled almost $30 billion in fiscal 2023, up from $25 billion a decade prior. Imports, meanwhile, grew to $70 billion from $43 billion in 2013.
